Principles:

We, the undersigned organizations, having demonstrated an interest in the United States Marine Corps, desire to affiliate in a Council for the purpose of more effectively carrying out our individual objectives without impairing our identity and individual freedom of action. While we affiliate and may express our views as a Council, it is basic that we shall not be bound by or deny expression of views unless formally adopted in accord with the rules or regulations of our individual organizations.

For purpose of coordinating the affairs of the council, the following points are agreed to:

  1. The name of the Council shall be The National Marine Corps Council
  2. The council shall discuss matters of common concern and shall give one another the benefit of their experience and background. However, the Council shall not adopt or act as a body politic on any matter before it. In no event shall the Council express a view in its own name:
    1. Which is inconsistent with the view or position of an organization which is a member of the council, or
    2. Which is not formally agreed to by each organization on the Council, in accordance with their respective rules or regulations.
  3. The Council shall be comprised of not more than two (2) representatives from each member organization. The representatives shall be appointed or designated by each organization in accord with its rules or regulations. Each organization shall have one (1) vote.
  4. The Council shall meet upon call of the Chairman and Notice of meetings shall be given, at least thirty (30) days prior to the date set for the meeting unless this Notice is waived by all representatives on the Council.
  5. The Council shall elect a Chairman from among the representatives who shall serve for a period of twenty-four (24) months and who shall not succeed himself.
  6. Other Marine Corps-oriented organizations may petition the Council and shall become a member upon approval of two-thirds of the Council members. The standards of membership shall be set by the Council it being understood that no organization will be admitted to or will be retained in membership which is objected to by the Marine Corps and it being further understood that any petitioner must have demonstrated a specific and primary interest in the U. S. Marine Corps for at least two (2) years.
  7. These principles may be amended by two-thirds of the votes cast, a quorum being present, of the representatives at a duty called meeting provided that Notice of Meeting is given as provided herein, and provided that the amendment has been submitted in writing to the members of the Council as least thirty (30) days prior to the meeting.
  8. In the case of admitting members to the Council, voting may be by mail but otherwise all votes must be at a meeting duty called.
  9. The Council may recommend actions and resolutions to its members, but it shall not publish or implement such actions or resolutions in its own name. However, nothing herein stated shall discourage or impair the organizations from making joint resolutions or undertaking joint actions.
