Spring Meeting - April 24, 2004: On Saturday, 24 April 2004 the National Marine Corps Council semiannual meeting was held at the Marine Corps Association Building in Quantico, VA. A list of attendees is provided below. At 0910, Lieutenant General Maloney, the NMCC Chairman, opened the meeting with the Pledge of Allegiance. After welcoming all hands and thanking Major General Les Palm, President & CEO of the Marine Corps Association, for use of the facility, Lieutenant General Maloney introduced the guest speaker, Lieutenant General Robert Magnus, Deputy Commandant for Programs and Resources. (See Biography). Lieutenant General Magnus provided a detailed, thought provoking presentation titled, “Transforming the Future Concepts & Capabilities of the U. S. Marine Corps to Meet Maneuver Requirements of the Future.” The presentation was well received and elicited many questions. Topics addressed were force structure, funding, the budget, the POM, the war, USMC and Navy relationships and Distributed Operations. The presentation ended at 1055. After a short break, LtGen Maloney informed the attendees to take the provided copies of the “Standing Rules” and send back marked up with changes by 1 July 2004. Further, he indicated that final input was due 9 September 2004 in preparation for the fall semiannual meeting on Saturday, 23 October 2004. Brigadier General Brewer briefed Articles I, II and III. There were no comments other than to add page numbers to facilitate reading and referencing. LtCol Brooks Corley briefed Article V and Brigadier General Brewer briefed Articles VII, VIII, and IX. One comment was made that for consistency sake Chapter VIII needed to be Article VIII. Colonel Jerry Brown, the Vice Chairman, briefed Articles IV and VI. Although not directly mentioned in these articles several members expressed concern over the meeting attendance necessary to have a quorum or a valid meeting. They asked that the Executive Committee review the requirements prior to the next meeting. At 1140 Capt Ben Swisher, M & RA provided an update on “Marine For Life.” Program is making progress and growing. He was followed by Ms. Susan Hodges from the Heritage Foundation who provided a short update on construction progress on the museum and other associated issues in support of the museum. At 1205 Lieutenant General Maloney presented the past meeting minutes for approval. They were approved unanimously. LtGen Maloney reminded the group that nominations for the Executive Committee would be required for the fall meeting. No new business was presented and the meeting was adjourned at 1207. Col J.
