Winter Meeting - November 01, 2003:

On Saturday, 1 November 2003, the National Marine Corps Council semiannual meeting was held at the Marine Corps Association Building in Quantico, VA. A list of attendees is provided at enclosure (1).

At 0900, LtGen Maloney, the NMCC Chairman, opened the meeting with the Pledge of Allegiance. After welcoming all hands and thanking MajGen Les Palm for use of the facility, LtGen Maloney introduced the Commandant of the Marine Corps General Michael Hagee. General Hagee spoke for almost an hour without notes. He talked about Iraqi Freedom, provided a summary of Marine Corps deployments, the use of the ocean as a maneuver space, sea basing, national service and community relations. After fielding many questions, General Hagee departed. The Chairman sounded a break at 0950.

At 1006 the Chairman introduced BGen Margaret Brewer, U. S. Marine Corps (Ret). General Brewer read the draft proposed Bylaws article by article. Several questions were raised relating to details of how some Sections of the Bylaws would be implemented. General Brewer explained that detailed information would be included in the Standing Rules which will be subject to review and approval by the Council. She then responded to a related question by explaining the rationale for separate Standing Rules rather than including all the detailed information in the Bylaws. Questions were also raised as to what would happen if a quorum (Article V, Section 4) could not be achieved due to consistent non-attendance by some organizations. General Brewer said that strengthening attendance criteria and enforcing current regulations regarding termination of membership for non-attendance would help to minimize any quorum problems. She also recommended that the new Bylaws be implemented incrementally and said that it was the goal of the Executive Committee to develop and implement the Standing Rules by December 2004. After all questions had been answered and there was no further discussion, she asked if there was a motion to adopt the Bylaws as recommended by the Executive Committee, subject to incremental implementation to be completed not later than December 31, 2004. LtCol Joseph Hennegan, USMC(Ret) (Marine Corps Tankers Association) so moved. The motion was seconded by 1stSgt Herbert Newman, USMC(Ret) (4th Marine Division Association) and the vote was unanimous for adoption of the Bylaws.

At 1041, prior to a ten-minute break, a request was made to get the membership roster in an electronic format. This was passed to Colonel Davis for action.

From 1050 to 1230 two informational briefings were given. First, a briefing on Tactical Air Integration by LtCol Russell W. Emons followed by a briefing on Training Area Encroachment by LtCol Michael J. Lynch. Both briefings were well received and both speakers distributed a summary of their remarks.

At 1240 LtGen Maloney adjourned the meeting.
