Spring Meeting - March 01, 2002: COUNCIL 19 Oct meeting held at Marine Corps Association Conference Room 0900 – Opened the meeting with the Pledge of Allegiance. Gen Maloney introduces General William L. NylandNyland spoke of the current transformation in the Marines and wanted to focus on four pillars:1. Technology2. New operational concepts3. Institutional agility4. Business Practices1. TechJSF MV22- The V-22 flying again and there appears to be no problems with V22- Dep SecDef – pleased with test project- All milestones for the program were made on time and costAAAV- Concerning the AAAV capabilities - 25 knots water / 50 knots land- HSV – High Speed Vessel can ferry Marines from Okinawa to Guam within 48 hours and is Australian made.Joint Venture Exercises are strong point and are effective.2. Operational ConceptsThe view of Marines Corps by others is that we are sea/beach basedWith operational maneuver from the sea (OMFTS) – the speed and capability is improving Looking to increase the AIR in MAGTF (with Naval resources)- Future with basing rights / flyover rights was touched upon.- Naval Operational Concepts integration w/USMC operational concepts presents opportunity - Cements future of USMC/Naval expeditionary warfareSustain and operate from the ship at sea- Use HSV and V22 from out in sea- MPF may change from a single configuration to a modular- LHD replacement with VSTOL capabilities3. Institutional4th MEB (ant-terror) stood upCommander-level re-enlistment (where at the local level can perform re-enlistments)Legion of Merit and other awards delegation at the local commander level4. Better Business Practicess25,000 houses to be privatized by 2007 through civilian privatized housing for Corps16 sites (1100 houses in Quantico)50 year leases with private sectors (with timely and efficient maintenance)Stressed very good housesGreatest thing for Marines and familiesCurrently there are 15,000 inadequate housing units which are in need of substantial repairsSome Defense agencies can not compete with civilian resources – such as the DLA placing a 22% surcharge on utilitiesSafety – In FY01 the Corps was the best in safety (on/off duty)But in FY02 – Marines lead in DoD & suicide, some from Enduring FreedomWe can’t operate losing Marines / equipmentCMC/SecNav have monthly meetings concerning this issueSubstantial efforts are being pushed to these problems- SNCO/NCO need to be committed/engaged and supplied tools to keep Marines safe- Example was focus on “garage floor” or the Marines workplace to provide safety- ORM training in bootcamp - Operational Risk Management on abd off duty- More safety folks to provide services and support this overall effort- Expanding certain self tutorial / distance learning for specific safety issues.The Corps lost 111 Marines in FY02Encroachment- taking care of habitat vs training requirements- USMC is clarifying language and give maneuver room for training- Marine Corps needs to be ready and this is an issue not going to go awayNyland changed gears and spoke about the quality of Marines today.“Marines are fantastic – smart, inquisitive, remarkable”Concerning recruitment - we have met 6-7 year recruitment goalsFirst Term Alignment Program85% goal for FY03 for reenlistment already met just 1 month into fiscal yearLat Moves put Marines in unique positions since some higher ranking Marines have less experience in field than junior Marines.Nyland emphasized that “I would like to be a 2nd Lt in 2008/09 with all these great things in the Marines.”Marines are doing us all proud0930 Question and Answer. Q. Encroachment - asked about buffer zone A. Airspace issues, air quality issues, not much can change, legislation pending.Q. Housing issues – low-level (PFC/LCPL married housing numbers) FeatherstoneA. Marine Corps is only service trying to keep on base. May need new housing later. Not wavering from USMC goal to keep families on installationQ. Warren – What about Okinawa trainingA. We are within a few days of owning Andrews AFB in Guam, and reopened Clark in PI, Australia, Thai, Korea, smaller areas in Japan – jungle training in NTA- looking for joint, and we have returned to many islands which Marines island hopped before – Multiple areas for units. Aviation will remain in Okinawa.Gen Davis – Iwakuni Japanese paid for extending the runway there, showing need for Marines. Q. CH-46 status? MV22 date?A. 46 is at highest readiness, 6 months ago new engines were deployed and pilots loved it. Airframe upgrades- concerns are numbers of CH46. V22 is on track – new squadron in 05 (potentially CH46 qty may be issue if delays in V22 deployment) He is happy with status of 46.Q. War on terror? Marine-specific?A. 4th MEB, consolidated MSG, MCSF, CBIRF. Marines are the only organization with these specific and encompassing capabilities. Marines were used in the DC area anthrax investigations. Another capability coming is rotating a platoon or company in all BN to become anti-terror. The war on terror won’t be like last time – what do we need for force protection is the question, and it may be that we need more MPs for force protection.Q. Fred Lash asked about the LPD17A. On track now, issues resolved. LSD41 replacement, and JCCCraft should be designed in 17 hull form.Q. HSV (High Speed Vehicle) A. It can travel 1200 miles without refueling and design is catamaran - not for harms way. Inter-theater and out of harm’s way – its designed to move a lot of equipment and Marines.1000 – Bgen Davis, Director of Public AffairsWhat can Hollywood do for support war on terror?In 1944 Marine Corps won oscar short document Norm HashPut together modern day short short video about the Marines and sailors in the war on terror. The video was paid for by USN.Video provided great spirit coop between Navy/USMC – Panavision president gave use of 2 HDTV cams – same cams used for Star Wars movie, 295K – formed 2 teams Navy/MC – trained with the camera for 10 days and then were sent out for 6 months to collect video. Included air-air scenes.Major production! Included more than 250 hours of HDTV video edited to 4.5 minute video premiered IMAX Sept 13, 2002. Regal Cinemas began showing the video in its theaters and comment were overwhelmingly positive. Except in LA there were a few naysayers who called the effort “propaganda” = Davis denies.2000 copies (DVD) are being produced, and it is available for download on www.usmc.mil website – wanting to get out for birthday ball.1011 – Sam Saxton – Former NMCC chairman currently doing well and healthy – Sam is working with Marine For Life program and wanted to ensure that “Marines take care of Marines”1015 –Capt Nance of Marine For Life Brief introduced LtCol Danciu, Marine For Life Project Manager1. Marine For Life is many things for many people2. MFL provide sponsorship for those who leave active service3. There are 27,000 transitionings Marines who can be supported annually4. EAS should not = the end of Marine Corps, as it is currently presented to Marines5. Most Marines have no means to maintain USMC connectivity after EAS6. Majority of EAS Marines (80% are Sgt and below)7. CMC wanted to ensure we make and return good citizens8. CMC wanted to improve assistance and reemphasize honorable service9. MFL provides points of contact for employment opportunities10. Currently MFL presents no guarantees that it can support all the Marines with the 42 Marines on ground helping as hometown links11. There are 1453 recruiting facilities and 185 reserve sites which are resources12. Marine affiliated organizations are resources13. A white letter was released 20 Aug 02 and an ALMAR is coming14. Orders are currently in staffing15. MFL wants to help Marines 16. Affiliation with Marines and networks work to help the Marines.17. Promotional material coming downJim Sfayer spoke concerning MarineCorps.com, and what it can do to support a million-Marine network to include helping support the National Marine Corps Council.He reiterated Nyland’s 4 pillars as they pertain to Marine For Life and how Uncommon Leadership, a management company run by former Col Robert Lee and Sfayer is teamed with Hard Corps, Inc. as the current technical provider of the Marine For Life program to expand the Marine For Life services and utilize its alumni services with Marine alumni organizations to consolidate the technical processes for everyone. Hard Corps, Inc. provides technical services for the Marine Corps League, Marine Corps Reserve Officers’ Association, Marine Executive Association, the Marine Corps Law-Enforcement Foundation, Marine Corps Aviation Association, MarineCorps.com, and the Marine For Life program . Jerry Brown to take over versus interim chairman MalonyGen Margaret Brewer spoke on bylaw modifications- The executive planning committee was established a year ago under Saxton- Bylaws committee established included Jerry Brown, Brooks Corley, Will Donaldson, George Hoffman, Brewer, and Gen Davis- The goal was to create formal bylaws for the NMCCBrewer went over the future of the Principles & Concepts of NMCC- The by-lawscommittee needed more information from the organizations and created a survey which was delivered to all the NMCC reps and is due no later than Nov 301125 - National Marine Corps Council membersBrooks Corley of the Marine Corps League spoke about the Navy & Marine Corps CouncilIt currently has members from Women Marines, MCLeague, MCROA Brooks spoke of the Military Coalition- trying to infuse vitality with organizations- once a year has luncheon with secnav briefing- This year is Nov 6 Wednesday 0800 – 1400- Army Navy country club- $27 for luncheons- Exchange information from SecNav and otherCol Scott is the Navy Marine Corps coordinator for the Korean War for DoD- Congressionally authorized- In third year (from 2000-2003)- Mission is to honor Navy/MC members who served- Veteran outreach programs- Assist organizations- Provided contact and invitation for Marines to reach him(link)Gen Maloney thanks (closing)1145 ; |
