Fall Meeting - October 27, 2001:

The Council was called to order by President Sam Saxton.

Topics were briefed as follows:

Guest speaker Major Gen Punaro, Director of Reserve Affairs, HQMC, brief the council on unclassified states of the reserves and current events. Specific topics identified and discussed were:

(1) USMC Recruitment is still strong and meeting mission.

(2) Reserve Operations tied to current active duty forces, vanishing the lines between active and reserve

(3) The future of the Marines Operational Maneuver from the Sea (OMFTS) and how the MV22, AAAV and MPF programs are making this work for the Corps.

(4) The commitment to purchase 609 X-35 JSF from Lockheed (which was just announced)

(5) Briefly mentioned HASC Sec 2862, which gives Navy Annex grounds for Air Force Memorial. More information can be found here:

(6) The General also spoke about the 3-block war, which puts Marines in a single location handling the full spectrum of combat, humanitarian and peace-keeping roles.

(7) Questions and answers to the General:

Q1 - Are the Royal Marines participating with Marine Corps Forces?
A1 - Yes, they are in and around the current war in Afghanistan

Q2 - What is being done to combat counter terrorism domestically?
A2 - The Defense Against Weapons of Mass Destruction Act of 1996 allowed military to be used domestically if weapons of mass destruction were used on American soil.

Q3 - Does the Corps have a backup plan for the Osprey if complications continue?
A3 - The General did not have a complete answer, but did say the current inventory of 46s and 53s will continue to be maintained until the replacement is complete.

Q4 - What is the current relationship between HQMC and the FMF?
A4 - All HQMC efforts, large small, are going to support the FMF.

Marine Corps Heritage Foundation briefed by President LtGen Gen Christmas (Ret).
Christmas is making the historical campus the 1st National Museum of the Corps over the next 2 decades. This consolidated museum, interactive center, and conference center will be owned by the Marine Corps.

Marine Corps Utility Uniform Modifications, briefed by Maj Gabriel Patricio.
Goal - To put the COMBAT back in the COMBAT utilities.
The new Marine Pattern (MarPat) is patent pending and trademarked by the Corps. The unique "digital cammy" pattern has embedded USMC and Eagle, Globe and Anchor integrated in the uniform. More info: http://www.tecom.usmc.mil/mcub/utility/

Marine For Life briefed by Maj Dean, Marine For Life Program Manager
The Marine For Life Program, which supports transitioning Marines and keeps the "Once a Marine" motto alive, has been in use for 6 months at 6 cities and actual surveys and usage show the value and need for continued expansion of the program. Expected 50 more cities to be implemented over next 7 months and then 185 cities overall in program deployment. More info: http://www.MarineForLife.com or 703 784 9136/7/8/9

Hard Corps, Inc. brief by Will Donaldson, President
Hard Corps, Inc. is now the exclusive technology provider for the National Marine Corps Council. It is also the current provider of the Marine For Life program, and several Marine and military related websites, including MarineCorps.com, Pentagon.com, flymcaa.org, and OldMarine.com

Young Marines briefed by LtCol Michael Kessler USMC (Ret)
Young Marines growing by 200% over last 12 months. Tremendous media from "Support the Young Marines" flags during aftermath of Sept 11 strikes. Printing of the flags could not meet demand.
